to a list where the list is not a valid recipient address in the
message body.

Bcc: is good for _nothing_, except to make it more difficult to block
spam.  If an envelope address doesn't appear in the message body, it
should be bounced as spam.  Unfortunately that's exactly how Bcc:
works.

Individual emails would be the correct solution to any situation where
you want some recipient addresses hidden from others.  Bcc is just an
atrocity.
