A mistake.  We learned before that it is not good practice on
the APRS-IS to have clients make conversions, since there is
always some minor different intrpretation of something and then
we have multiple clients making the conversion differently and
then as those clients propogate throught APRS, then it becomes
impossible to fix ALL of these clients..
And we have to live with the problems for years until everyone
using the clinet upgrades or dies.

Yes, this format is for computer generated information to send
an object into an area usually at the request of an individual
in that area.  Though for hardware radios, we suggest that
someone should be able to select any station/object in his
station list, and send it to another person he is messaging.
