It's not against the law (or rules) for a wife (daughter / son) to buy a 
radio for dad for father's day / birthday.(or mom if she has a ticket)

So why bother to ask??  If someone is buying a radio to transmit when they 
themselves don't have a ticket .. all they have to say is it's a gift. OR .. 
do you want to put the responsiblilty to ask for the callsign of the "gift" 
receipient .. and then verify the call and name before completing the sale?
