The spec refers to a client displaying messages for a base callsign, not about gating of those messages to RF the Internet.  The spec also talks about message groups that "all" stations should display but, again, that never was interpreted to mean that those "group messages" should be gated to RF either.  The design of javAPRSSrvr's IGate support on restricted flow ports was based on extensive discussions with Bob and other software authors active at the time in writing IGates.  It was determined at that time that IGates would only be expected to gate to stations recently heard, not callsigns recently heard nor to force group gating that would be outside the control of the IGate operator.
