[aprssig] KB3HCY balloon

I heard KB3HCY-11 balloon last evening about 7-7:30PM local time while
driving between Albany and Schenectady.  It showed on my 710 at over
100 miles out.  Signal was very loud.  I was wondering though, why it
was beaconing with voice alert?  Is this common for balloons?  I
initially thought that it was a hot air balloon beaconing as we have
those very regularly within a few miles of Albany.  Of course I tried
calling on voice alert ;-)  Anyway, it was neat to see this object
moving along.
