[aprssig] Use call without SSID?

As APRS1.1 shows, we no longer have to do this because wen can
now indicate symbol by the TOCALL of "GPSxyz" and it ONLY
applied to raw NMEA strings.  But if someone sends a NMEA
position report and does not use GPSxyz in the tocall, then my
code will still use his SSID to determine what he most likelly
is.
