[aprssig] Please, standardize UTF-8 for APRS

The dialogue box choices were something like send as Unicode (however
if the recipient's email reader doesn't support Unicode, the message may
not display properly), or send as is (in the default character set but
any text not in the default character set may be unreadable by the
recipient) or cancel. After allowing it to go out in Unicode, I checked
the message properties and my email client indicated that it was
actually UTF-8.
