[aprssig] Tier 2 Routing Question - Fixed

It seems that the correction has been accomplished. At least, the
packets that I was looking for between aprs2 and the core are now being
seen at both. Thanks to whoever accomplished the fix! And especially
to all those maintaining the APRS-IS backbone, both core and tier2.
Those of us out at the client side couldn't do it without you!
