Of course the FCC's always going to say no - it costs them nothing to do 
so.  Civil servants in general can be expected not to take risks and 
stick their necks out.

On the other hand, the FCC's job is to make sure the amateur service 
serves the public interest without causing interference to anything 
else, and without being used for commercial purposes.  If we come up 
with new ways to use the spectrum that let us communicate more 
effectively, while staying within the spirit of the amateur service, 
then we need to make sure the rules get changed to make it possible.

It takes money, though.  Again, the ARRL should be the organization to 
handle this... I just don't have much confidence that they're doing much 
outside of HF and contesting.
