[aprssig] Another Bootlegger Using APRS As a Commercial AVLSystem ???

The FCC doesn't care one IOTA for what is gated to APRS-IS.  What 
matters is whether or not the callsign is broadcast over the RF.  If 
this person/people has figured out a way to broadcast the callsign in a 
non-APRS-gate-able packet, he/she can still be honoring the law but yet 
not leave traces in APRS-IS.  You'd have to be RF-local to the 
transmitter to prove that the callsign is NOT being broadcast.

Remember, in most free countries, you are are innocent until proven 
guilty.  APRS-IS logged packets don't count in my book as proof of a 
lack of callsign broadcast.  Since this is occurring inside the 
boundaries of the United States of America, innocence is definitely to 
be assumed.

If I were anywhere local, I'd still try to arrange an encounter with the 
transmitter to ask about his/her equipment and what callsign they're 
operating under.  Not accusing of a violation, but curiously 
inquisitive.  Besides, we'll need information from the person to get an 
FCC warning issued anyway.
