The new 406 ELTs/PLBs/EPIRBs/etc still transmit on 121.5 to provide a signal
to home in on, and aircraft are still supposed to monitor 121.5 in flight if
able, so it's not completely useless. There's also been no regulatory
requirement for aircraft in the US to upgrade their 121.5 ELTs.
(Of course, if you have one of the nicer 406 beacons with built-in GPS,
it'll include your GPS coordinates in the data burst to the satellite, so
it's likely not a lot of homing in would be required.)
