90 wpm  Base-36  (A thru Z, 0 thru 9, no mixed cases, no punctuation)

Really there are a lot better packet oriented modulation schemes, than CW.
See KA9Q.   You need "just" an SSB transmitter and receiver (and a few MIPS
of Viterbi processing.)
