Bob,

To follow up on this thread, I have read documentation from the CWOP. Page 
19 of their documentation (*) says:

  "CWOP uses “mph” units in the APRS message"

(and they are sending "Complete Reports", not the positionless kind of 
reports).

Like UI-View, findu.com, aprs.fi, etc. it's one more group that has taken 
the APRS specification in this direction.

It looks like it would be advisable to revise the specification to follow 
that direction so it would be in sync the the "general practice".
