Yes, the Regional Voice Alert crossband repeater can be a repeater, a remote base, an AUX link station, however one wants to implement it in their situation.  Like any such systems, there are many varietys of control, local, remote, automatic, etc.

In our case it is on a 120' tower in a Ham's back yard, so it can use local control when he is home, remote control, or automatic control depending on the situation.
