Some APRS/Balloon users might see this as "unfortunate", but both the
repeater users, the repeater coordination group and the FCC very well could
see it as willful and intentional interference, in particular since you just
admitted same. I mean seriously, how trivial is it to modify the firmware to
look at longitude and change frequencies? The Big Red Bee is an all in one
package with frequency agility (and looks quite cool). Apparently the maker
of the transmitter/AVL board is getting some good PR here, seems like they
might step up to the plate.  Even if it wasn't easy and/or
the manufacture was being uncooperative, a PIC programmer/hardware developer
could slap together a control board to switch out/in a second
transmitter.ina day.

Yes yes, I know, somehow someone will rationalize this behavior. That much
is a given in human nature.  But if I told my lawyer what I was about to do,
and he couldn't talk me out of it, he would tell me not to admit prior
knowledge in public that what I was going to do might be in violation of the
law.  Lets put it another way.  You going to have 100's of repeater users
dusting their old TNC's off, and decoding the input. I sure wouldn't want my
call on it.
