Yes, the D7 should be able to see it. What is the transmit delay? If
it's too short, nothing could decode its tones. I find anything over
100 ms is reliable and have even used less, but a bit more would
be more conservative. You could try setting it to a slightly higher
value... or even temporarily to a ridiculously long one for a quick 
test.

Do you have another TNC for testing? Does the D7 decode tones from other
stations?

Xastir is hearing and decoding the D7, but is Xastir set up as a digi?
