Smart beaconing can be a far better automated manager of transmit time.
Your example above could be true if all users were moving at the same time,
varying their headings every minute or so, varying their speed every minute
or so, etc.  A smartbeaconing setup on a UPS or FEDEX truck might produce
more packets than a fixed 3 minute interval station, but when they stop for
9 minutes to pick up and deliver they only burp one packet instead of three
like the fixed station.  Also, routine transportation generally goes in
several straight lines to a destination and then stops (smart beaconing
reduces to 30 minute interval).  If you are driving in circles around city
blocks over and over...yes, smart beaconing could transmit more than a fixed
3 minute interval over time, but this is likely not the normal travel.
