[aprssig] Kenwood/Garmin adapter update

I left a pad on the NMEA side of the board for 5 volt power.  It's not 
connected on this particular cable, but yes, you should be able to power 
it that way.  The Tracker2 will do it, sort of, but it goes into current 
limiting at around 400 mA if the nuvi's battery is charging.
