[aprssig] Regulatory compliance stuff

Not yet!  They're capable of 136-174 MHz and 400-470 MHz for the VHF and 
UHF versions, respectively, but I'll worry about Part 90 certification 
(it's not type acceptance anymore) when it's time for the next batch. 
They've passed Part 15 verification, though.

If you need a significant quantity of them for commercial use, let me 
know and maybe I can push up the schedule on Part 90 testing.

I'm going to have to try one out (on the RX side) on MURS - might be 
useful to have a Garmin Astro to APRS gateway device.
