I got the basics sorted out:

Grabs the CHART page, and prints out any sensor that is 30MPH or below.

This isn't even alpha code yet, this is classified as "Well, it works
for me..." and may turn your computer into a smoking pile of ruin.

The trivial part now is to massage the data into an APRS ready format.
What I can't do, or rather don't feel qualified to do, is to translate
the sensor names into lat/long. from there it's just munging the
variables into an APRS string, at which point I can write it to a file,
print it to STDOUT, or do whatever you want with it.
