According to aprs.fi...
CCDES-1 hasn't made it to an IGate since Aug 25
CCDES-2 hasn't been heard since Sept 2
CCDES-4 hasn't been heard since Nov 5
CCDES-5 hasn't been heard since Nov 15
CCDES-6 hasn't been heard since Nov 12
CCDES-7 hasn't been heard since Oct 16
CCDES-8 hasn't been heard since Nov 3
CCDES-9 hasn't been heard since Aug 19

Where did you get your data for the 20th of whatever month it was? 
Looking at the APRS spec, the L could be luminosity. Just a guess but 
the v12.78 might be the voltage. I don't know what the rest would be. I 
presume that CCDES is a tactical callsign. Do you know who the owner is? 
If you can find that out, you could try and contact the operator.

However, according to db0anf.de CCDES-1 was gated by W3AHL-4 as recently 
as Nov 21. Weird. Anyway, now I see the raw data at 
www.db0anf.de/app/aprs/stations/basic-CCDES-1.
