No, but any voice repeater can have a TNC added to it to RX on
the repeater input freq, and output on 144.39 and then operators
on that repeater can operate in normal APRS mode and in many
cases, no-one will even know it, because the KERCHUNK filter of
the repeater controller will not bring up the repeater on a 1
second burst, but the TNC connected to the RX will hear it fine.

Or operate in PTT mode, and then do normal voice ops, and let
your posit go out on the end of y our voice.
