Yes, the format is fixed..
... DDMM.~~N/DDDMM.~~Wr Tnnn Rxxm Net...... Mtg.....
Though Net...... And Mtg..... Are optional. 

If there is no PL, then best to use "Toff" to be consistent with
the leading "T" in the "Tnnn" format.
