[aprssig] APRS balloon launches during Dayton Hamvention

Balloon activity, particularly at altitudes over only a few hundred-feet,
has the potential for a little more impact than just local.  Wouldn't it be
better to use 144.36 since it is not in the FCC authorized repeater subband,
and leave 144.99 available for repeater type use?

Why 144.36?  I would use 144.99 instead.  I guess it depends on the
local activity.
