What difference does that make with a illegal operator? Even if they are
listening they will more than likely continue to operate illegally.

In the case of this guy, if we could get all the APRS IS servers to budlist
the call, it may take the carrot away for him to operate illegally. He won't
show up on the IS stream no matter where he is. It may be quicker than going
through the lengthy FCC process.

Since it appears the APRS community has accepted the technology of
these highly questionable transmit without listening higher powered
devices, is all this much of a surprise?
