I looked earlier at http://165.91.140.28:14501/ and it had 250 out
of a maximum of 250 inbound conections used... in other words it
couldn't accept ANY more connections. Going by the DNS and the
IP address, http://165.91.140.28:14501/ and FIRST appear to be
one and the same server, and that since this morning, the maximum
has been increased to 300. Right now...

FIRST http://first.aprs.net:14501/
273 out of a maximum of 300 inbound connections.

CORE-2 http://second.aprs.net:14501/
369 out of a maximum of 450 inbound connections.

http://core.aprs.net/ is unreachable. It appears there is no DNS for it.

Rather than just keep increasing the maximum number of inbound
connections, it might be a good idea if the two remaining core servers
were to only accept connections from tier 2 servers, and that the end
users should connect to the tier 2 servers and spread the load out
instead of trying to connect to the core servers. That will take a
significant load off the core servers and let them get on with the task
of sharing the data to and from the tier 2 servers instead of getting
bogged down trying to serve the needs of the individual end users.
