It appears you are telling us about the "port full". For more info see 
the server status page at http://165.91.140.28:14501/.

Specifically...

      Maximum Inbound Connections 250
      Current Inbound Connections 250


Basically, there isn't any room left at the trough. Try another server. 
Of course, if you are using rotate.aprs.net , you never know which 
server you will end up at until you try it.
