[aprssig] KPC-3+ with a Delta?

I seem to remember that it was set somewhere around 300-350. It has worked
fine in KA9QPN-15 since whenever I got it up there on line (it's been
several years, and I don't have APRS up right now, so I don't know, but the
date is in the beacon).
I was having apprehensions too about cranking the xmitlvl that high, but
it's worked fine.
