[aprssig] APRS Buoy Project

Very cool.  I've proposed this for several years for an ocean science 
project I'm involved in.  I was poo-poo'd by the coastal modelers who 
said this was impossible ("Bouys are hard to build and instrument").

I'll be interested in how it goes.
