[aprssig] FREQUENCY on APRS

Hi Bob,

The digipeaters are usually at a remote location and not easily accessed. I
think it's up to the home user to do the work of inputting the information
that is needed in an area. It's enough that they donate the usage of their
equipment and location for the purpose of digipeating without giving them
more work of setting up their digipeater with the information. Also, this
repeater has good enough coverage that if a mobile can hear the object they
will be able to work the repeater.
