Not entirely correct.
There are no laws, part 97 or otherwise, that prohibits anyone from having a
transmitter.
The "law" is "to transmit".
I ve known a lot of hams who bought transceivers before their license were
valid, to listen or otherwise familiarize themselves with the equipment. As
long as the don't *transmit*, they are not in any violation.
