[aprssig] Another Bootlegger Using APRS As a Commercial AVL System ???

Just noticed a station   "ETH-1" appearing on my Los Angeles, CA area 
maps the last hour or so, using the 18-wheeler icon.    Expanding the 
detail revealed no callsign.  the findu raw packet dump at:

shows:
