[aprssig] KPC-3+ KISS mode delayed packet issue?

Tom,
This has been seen before on KPC-3+'s. It is not a time delay, but a
buffer issue. First in First out.
It is annoying, I use only TNC-2's with KISS roms in them for
computer connected TNC's.
