[aprssig] KPC-3+ KISS mode delayed packet issue?

Tom,
I fought was this problem for some time on my IGate. It wasn't a
constant problem, and would surface randomly.
I eventually gave up trying to fix it on the KPC-3 and just went to a
TNC-2 based TNC. The problem completely went away.
