[aprssig] New APRS Baby-on-board symbol ?

I could never understand the purpose of those baby on board signs. 
Surely they should be inside the car and in full view of the driver. 
Afterall, it's the responsibility of the driver to consider the the 
welfare of all passengers, big or little, and not other motorists.
