[aprssig] APRS Local Repeater Info

It seems like there are some that aren't following the best practices.
 Using paths like WIDE2-2, text not quite formatted to display
properly on D7** screens.

I'm looking forward to getting the local repeater here in Frederick
posted as a local object, transmitted direct from the digipeater on
the same mountain.
