Or that one digi is running open-squelch or just plain has a faster
squelch response than the other, and your TXD is enough to open one
but not the other before the packet data starts flowing.

Try increasing your TXD a bit to see if the 2nd digi will pick you
up better.  Also check your deviation on your transmitted signal.
