Travis,
  My take is that;
1- APRS has the standard for the reason Bob gave.
2- Neither is better for all applications.
3- Expressed in Degrees (xxx.xx) takes the least work
when doing computations of angles.
4- Any other method depends on the application
(probably, primarily concerning human readability) and
requires some computational conversion to do
computing.
5- It gives some of us someting to talk about. (;-)
