[aprssig] Picopacket not decoding (was paccom schematic)

Let's clarify this a little:
A. Is the transmit OK? (Including levels). What are you using to
decide that it transmits ok?
B. RX - The audio going into the TNC should be FLAT (no twist). If
any twist is present it needs to be 0-2 db HIGHER on the HIGH tone.
It has NO tolerance for a signal going into the TNC with a LOW tone
that has greater amplitude than the HIGH tone.
