[aprssig] Balloon Paths again...

The recommendation for Balloons is to use the path of VIA
WIDE2-2.

This limits QRM yet provides good tracking on the ground:

1) At altitude it hits every digi IN RANGE ONCE.
2) The N-N dupe-elimination works perfectly. Minimum QRM.
2) It does not bring up every home station (running WIDE1-1)
3) Yet the balloon goes 2 hops on the ground for finding it.

Using the path of WIDE1-1,WIDE2-2 is as *bad* as using the old
RELAY,WIDE was before! This is because it brings up every home
digi over a dozen states plus all big digis causing significant
QRM.

The recommendation for Balloons is to use the path of VIA
WIDE2-2.

WIDE1-1 is not supposed to be used other than the first hop so
that only one WIDE1-1 digi at most is ever involved in any
packet.. Using WIDE1-1 at altitude does not have this inherent
limiting of QRM to only one home digi and in fact has an
amplifying effect of maximum QRM from all fill-in digis.

The recommended path for Balloons is WIDE2-2. This has been
worked out over the last 15 years of APRS experience as the best
for the balloon opeprator and the best for the APRS network and
all other users too. The probability of falling near a WIDE1-1
digi is so small that the tiny benefit of using the W1-1,W2-2
path is not generally worth the significant increase in QRM over
a dozen states throughout the flight.
