Andrew, was this ever answered or did you figure it out? Theoretically,
AGWPE should do what you want. 

When you configure AGWPE for sound card use, the left audio channel (tip of
the RX audio input plug) is deemed to be AGWPE Port 1. The right channel
(ring of the RX audio input plug) is deemed to be Port 2. When you configure
your sound card setup in AGWPE, you can pick different baud rates for each
AGWPE Port.

You can then configure your packet client to use the AGWPE Port of your
choice. For example, in UISS, go to the "Settings:UISS" menu (Ctrl+U).  For
UI-View see: http://kc2rlm.info/soundcardpacket/7uiview.htm#advancedoptions
and look for "2. Port Masks"

I don't know of a client that can manage 2 ports simultaneously yet
independently (RX and TX independently by port), but you could run two
instances of a program (or different programs), one managing AGWPE Port 1
and the other Port 2. (But does the 706 have separate TX audio and PTT
controls for 9K6 and 1k2?)

Personally, I've never tried what you want to do, so your experience would
be interesting to hear about.
