[aprssig] Need Help With D700 UIDIGI settings

That is one of those ID packets that is of no value on APRS.
So people need to remember to turn HID OFF in their digipeaters
or this wasted packet is transmitted every 10 minutes
everywhere.

This useless HID packet doubles the load of the local digi on
the local network, but for zero benefit to APRS.  It is a
digipeater packet.  So must be turned off for all digipeaters.
