But that doesn't _exactly_ apply here: It's more just not keeping
up, like you stated.

Also: If people don't change, but people keep "hassling" them about
it, over time they may eventually give up the mode. This also frees
up the channel for more courteous users. Not exactly the way we
wish it to happen, but the results are still better for the
majority.
