[aprssig] KPC-3 Plus - no tones

Argg, did the reset but didn't think of checking the battery.  I had to
replace the batteries in both Tiny-2's I have a few years ago, but
didn't think of that while the box was open.
BTW it worked!

As long as your going to do a hard reset don't forget to check the
battery.
