There is a list of APRS servers at www.aprs-is.net/APRSServers.htm.

There is also a list of the tier 2 servers at www.aprs2.net. If you use
rotate.aprs2.net:14580 you won't have to worry about one of them being
temporarily down. I usually specify two servers... one specific one and the
"rotate" server. If you use port 14580, you will need to specify a filer as
well... e.g. filter m/250 etc.

If you click on the <url>:14501 links on the above pages, you can see the 
status of the individual APRS servers.
