[aprssig] D700 TEMPn-N and callsign digipeating

IT is quite complex and I am not sure I fully know all the
subtleties, but each time you turn on the D700 or change
the TNC mode, it has to have a complete set of configuration
parameters loaded from the radio's CPU into the internal
TNC.  There are MANY different configurations:
1) 5 different PM's plus a 6th for no-PM-operation
2) 5 different POSITS and 5 different STATUS texts
3) Different settings if the TNC is in APRS mode or
    PACKET mode.
All of these different settings are held in the RADIO CPU
and get written into the TNC in real time when you change
mode.  What is NOT clear to me is exactly how many of
the PACKET mode parameters are retained while in APRS
mode.  Hence, the apparent dual settings below.

And even I am not certain, though I did to an exhanstive
test and never can remember exaactly the results.
