I disagree.  PHG has a directivity byte that can 
and does provide offset coverage patterns to 
account for terrain features such as favored 
directions and for blocked directions.

The directivity byte can account for u p to 12 dB
or so of offset.  On a map, that translates into
a difference of at least 2 to 1 in range in the
favored direction.  Or it can be used to indicate
an offset antenna, or a small beam pointing.
