[aprssig] Garmin GPS-18 power saving.

I usually see about 80 mA in combination with an OpenTracker.  It jumps
around quite a bit, from maybe 50 mA to 90 mA, so it's hard to say exactly
what the average is.  The spec sheet says the GPS 18 LVC draws 60 mA, so I'd
say there's not a huge difference.
