[aprssig] Fill-in Digis

Yes, WIDE1-1,WIDE2-2 is a 3 hop path used by mobiles.
Most busy areas only recommend 2 hops (WIDE1-1,WIDE2-1).
An initial WIDE1-1 should never be used by fixed stations.

The Fill-in digi concept seems like a good one.  In view of this 
shouldn't the recommendations for an N=3 area be changed to 
"WIDE1-1,WIDE2-2" rather than "WIDE3-3".  And at the same time shouldn't 
the high digi's configured with the new paradigm also restrict WIDE3-3?  
If not then this opens the option "WIDE1-1,WIDE3-3" which violates the 
goal of N=3.
