[aprssig] EOC coming thru APRS-IS regardless

There is a station in Bell County Texas simply called "EOC".  It
appears that it is transmitting on RF, then getting into an I-Gate.
The problem is, I see this station whenever I'm connected to an APRS
server even though I have an area filter established that doesn't
include that station's area.

The packet is:
EOC>APU25N,W5BEC-5,WIDE1*,WIDE2-2,qAo,WD0ACD:
*232306z3102.73N/09728.62WoBell County EOC

Can anyone tell me why it is getting past my filter?
